    Job Purpose

    The Project Controls Manager is responsible for overseeing and managing project related financial controls and reporting for the business.


    • Displays a commitment to Waiward's incident-free vision, values and culture.
    • Working closely with Estimating, the Project Controls Manager will review and approve: bid packages, budget packages, multi-use rate agreements, prior to submission.
    • Enhance and subsequently ensure compliance of stage gate process for all portfolio projects.
    • Participate in kick-off meetings and collaborate with Estimating to ensure smooth budget handoff to the production team.
    • Support change management process.
    • Identify and work closely with project leaders to mitigate project risks.
    • Work closely with project accounting team on costing and forecasting analysis. 
    • Work closely with information systems on project controls infrastructure development.
    • Oversee the development of the cost controls function/department within Waiward
    • Work with program managers in compiling internal and external costs, schedule and progress information through standard templates & procedures.
      • Ensure program monthly forecast and program spending profiles are properly prepared and published in a timely fashion.
      • Monitor and analyze incurred costs against commitments and budget values; perform forecast and cost variances.
    • Responsible for developing and implementing project reporting to include budget, tracking funding revisions, expenditures, forecasts, detailed variance reporting, and accruals.
    • Assist with the development of and updates to existing team procedures/processes; ensure they meet the needs of the internal and external groups.
    • Oversee the use of proper procedures and processes for budgeted or unbudgeted scope changes, including management of the Project Change Orders (PCOs) and potential requests for additional project funding.
    • Responsible for overseeing the set-up of project codes and task structures and other accounting system requirements to ensure project costs are properly estimated, allocated, and reported correctly.
    • Respond to adhoc queries and/or internal & external audits (re. actual, forecast, and budget variance reporting or reported accruals).
    • Interface with clients and attends regular meetings.
    • Able to estimate, analyze, evaluate, and forecast project costs, as well as performance against an established schedule.
    • Proficient in scheduling delay and productivity analysis with the ability to clear articulate findings.
    • Oversee the creation and development of schedules and budget data.
    • Collect, interpret and input schedule data into the project control database and provide output to the project team.
    • Interface with the project teams to define scope of work, need for change to budgets and schedules, and identification of variances from the original plan.
    • Contribute to managing and maximizing project margins.
    • A thorough understanding of earned value and baseline management on at-risk lump sum projects.
    • Mentor and manage junior staff.


    • University degree in Business/Accounting/Engineering or other related field.
    • A minimum of 5 years progressively responsible experience in an industrial project accounting or project controls environment.
    • Industrial project experience in a Total Project Delivery environment would be an asset (this includes interfaces with the project development, engineering, procurement, construction, project accounting, contracting, execution, and commissioning phases of the project).
    • Sound problem solving, decision making and analytical skills.
    • Ability to work effectively both individually and in a team environment.
    • Excellent problem solving skills and strong orientation to customer service.
    • Sound knowledge of and ability to apply accounting, auditing, tax, and regulatory standards and principles.
    • Highly effective oral and written communication.
    • Ability to manage multiple priorities simultaneously.
    • Proficiency with computers and software programs such as Windows, Microsoft Excel, Word, PowerPoint, and Outlook.

    Working Conditions

    The incumbent is required to work in an office environment with moderate noise. The job may require the incumbent to walk stairs; be outside in inclement weather (slippery surfaces and cold); carrying objects, driving and being exposed to normal office routines.


    Physical Requirements

    The incumbent is required to have close visual acuity to perform an activity such asL preparing and analyzing data and figures; transcribing; viewing a computer terminal for extended periods of time; and extensive reading. The incumbent is also required to stand and sit for extended periods of time.
